India's Finance Ministry notified FDI rule changes permitting ecommerce firms to maintain inventory solely for exports of goods made in India. FDI in inventory-based domestic ecommerce retailing remains banned. The September 2 notification amends the Foreign Exchange Management (Non-debt Instruments) Rules, 2019.
