Rotate JWT Signing Keys Without Mass Logouts

Rotating a JWT signing key requires adding a new key, publishing both old and new public keys in the JWKS response, then removing the old key after token expiry. RS256 supports this via public keys; HS256 does not. Emergency rotation forces immediate revocation, expiring some sessions.
