Microsoft fixes storage-hogging Windows 11 folder

An optional June 2026 update (KB5095093) fixes a Windows 11 bug causing the CapabilityAccessManager.db-wal file to grow by dozens of gigabytes. The file, related to app permissions, had been reported to take up 12GB to 500GB on some devices. The update improves disk space usage for this file.
