GKE 1.37 Adds Native Scale-to-Zero

Google Kubernetes Engine 1.37 introduces native scale-to-zero, letting workloads drop to zero replicas and restart on warm capacity buffers. This replaces KEDA's add-on operators and thousands of YAML lines, cutting cold-start waits from 60-90 seconds to instant. It targets sporadic batch, event-driven and dev workloads, decoupling always-on infrastructure cost from readiness.
