iOS 27 adds Shortcuts restore button

iOS 27 Beta 3 adds a Restore button in Settings > Apps > Shortcuts that recovers missing automations. The system displays a counter of shortcuts not in the library. Shortcuts expert Matthew Cassinelli found over 200 automations waiting to be restored, with some appearing as duplicates from iCloud sync conflicts.
