A developer published a formal algorithm for type inference of biased record concatenation, based on Mitchell Wand's 1991 paper. No language currently implements the original algorithm. The work targets Nix's // operator, which powers late binding in Nixpkgs. A reference Haskell implementation is available on GitHub.
