How we configured OpenTelemetry logs in Rails

A Rails project configured OpenTelemetry to export logs directly to Grafana Cloud, bypassing the Collector. The setup uses the Ruby SDK with OTLP. Two upstream fixes were contributed: endpoint path handling in v0.5.1 and 204 No Content success in v0.4.0.
