Windows pktmon replaces Wireshark for first-line troubleshooting

Windows has shipped pktmon since 2018, a built-in packet capture tool in System32 since Windows 10 version 1809. It observes traffic across the whole networking stack including virtual switches, Hyper-V, and container networking. Pktmon attributes dropped packets per component with a reason, such as MTU mismatch or filtered VLAN.
