A stealth crawler scrapes sites without identifying itself, often bypassing robots.txt. New York passed the Stealth Crawler Prohibition Act in June, and a U.S. House bill was introduced in July. Cloudflare data shows over half of web traffic is bot-based. Human Security found AI scraper traffic grew 597% in 2025.
