International keyboard shortcut improvements

Linear improved keyboard shortcuts for non-US keyboard layouts. Copy issue ID now uses Command/Ctrl+. and copy issue git branch uses Command/Ctrl+Shift+. The desktop app was also notarized to meet macOS 10.14.5 security requirements.
