Khanna Introduces Sweeping AI Safety Bill

Rep. Ro Khanna introduced the Human Control Over AI Act, banning recursive self-improving AI until federal safeguards exist. It creates a new agency to license and audit frontier models from OpenAI, Anthropic, Google DeepMind and xAI, embeds independent auditors in labs, and imposes criminal penalties and insurance requirements. No House vote is expected before the midterm election.
