Tor was built by Navy researchers Paul Syverson, Michael G. Reed, and David Goldschlag to hide intelligence communications from traffic analysis. The network had to be public because anonymity only protects anyone if it protects everyone, including adversaries. This is a logical necessity, not an unintended consequence.
