Microsoft fixed the GIF feature in the Windows Emoji Panel by switching providers from Tenor to GIPHY. The fix arrives in preview update KB5095093 for Windows 11 24H2, 25H2, and 26H1. Windows 11 23H2 and Windows Server 2025 users still await a fix.
