UPI MDR rollout deferred beyond Diwali

The National Payments Corporation of India deferred the merchant discount rate rollout on select UPI transactions beyond Diwali. The framework announced on September 15 prescribed a 0.4% fee on payments above Rs 2,000. The government budgeted about Rs 2,000 crore for incentives in FY27, significantly below estimated operating costs. No subsidy has been paid since April 2025.
