Microsoft Lands AV1 Encoding in Mesa 26.2

Microsoft contributed initial AV1 encoding support to Mesa 26.2 using DirectX 12 and the Hardware Media Foundation Transform (HMFT). The implementation enables hardware-accelerated AV1 encoding on compatible Windows systems through the open-source Mesa graphics driver stack.
