PlanetScale migrates Vitess tests from Python to Go

PlanetScale migrated the open source Vitess integration test suite from Python to Go over three quarters. The Python tests were time-consuming to debug and required additional install dependencies. Python 2.7 support ended on January 1, 2020. The project involved several people working on the migration.
