Birmingham City Council, Europe's largest local authority, will receive disclaimer opinions from Grant Thornton for 2025/26 through 2027/28 despite reimplementing Oracle Fusion in August. The project now costs around £144.4 million against an initial £20 million estimate, with total costs possibly reaching £216 million. Clean audits are not expected before 2028/29.
