Why Tiny JPEGs Look Different in Chrome

Chrome uses partial IDCT scaling via Skia and libjpeg-turbo to decode only low-frequency JPEG data when rendering small images, skipping high-frequency coefficients. This makes decoding faster and uses less memory, but can make tiny JPEGs look thicker or different from full decompression.
