How GitHub gave every repository a durable owner

GitHub validated ownership for every active repository in its primary internal organization, archiving about 8,000 unused repositories. The effort took under 45 days and used GitHub custom properties to make ownership a first-class property. Every active repository now has a validated owner or gets archived.
