Spend Management now enabled by default on Pro

Spend Management is now enabled by default for new Pro teams. Existing teams will get it when switching to the new pricing model. A default budget is set based on prior usage. Email alerts notify when nearing the spend threshold. Existing budgets remain unchanged.
