The Indian government has notified a Rs 2,000 threshold for fee-free UPI and RuPay debit card transactions, paving the way for the reintroduction of a Merchant Discount Rate (MDR) on higher-value payments. A Gazette notification dated September 14 specified that banks and system providers cannot impose charges on transactions up to this limit. The NPCI-led UPI and Services Steering Committee will now determine the final MDR framework and rates.
