Russia modernizes Tu-160M bombers with a modular avionics system allowing future upgrades. Tupolev claims 80% of onboard equipment is updated. A January 2018 agreement covered 10 aircraft costing 160 billion rubles. Only two planes arrived by late 2025. Ukraine reports only seven of 18 fleet assets are operational.
