CSS Custom Highlight API and Navigation Matching

The CSS Custom Highlight API now works in all major browsers, using JavaScript with ::highlight() styling. CSS navigation matching styles elements by navigation direction. The lh unit equals computed line-height. Diagonal scrolling uses scroll-axis-lock. Text-stroke fixes use paint-order.
