Introducing vercel.ts: Programmatic project configuration

Vercel now supports vercel.ts, a TypeScript-based configuration file with type safety and dynamic logic. It enables advanced routing, request transforms, caching rules, and cron jobs. Projects can use vercel.ts or other JS variants. The @vercel/config package enhances properties defined identically to vercel.json.
