GitHub notification improvements

Linear now uses issue assignees and past GitHub pull requests to intelligently match users to their pull requests for Inbox notifications. The change solves the problem of unknown user matching when admins enable the GitHub integration for everyone, as many GitHub accounts use personal email addresses.
