Automate progressive rollouts with Vercel Flags

Vercel Flags now supports progressive rollouts that shift traffic to a new variant on a predefined schedule. Each stage has a target percentage and duration. Exposing changes in stages catches regressions on a small user slice before full release. The feature is available in the dashboard and through the CLI command vercel flags roll.
