Load average in htop is not CPU usage; it counts running and uninterruptible processes. On a single-core machine, a load of 1.00 means 100% CPU utilization. The uptime command reads /proc/uptime and /proc/loadavg. Load averages are exponentially damped moving averages, not simple averages of the last 1, 5, and 15 minutes.
