AMD GFX8 GPUs Gain Default FP16 Support

A one-line patch merged today to Mesa Git enables Vulkan FP16 support by default for AMD GFX8 hardware when VKD3D-Proton runs. This change helps newer Windows games run on aging Radeon RX 400 and RX 500 Polaris cards, specifically fixing SSAO in the recent Witcher 3 update for users on Tonga to Polaris graphics cards.
