Russia's central bank proposed allowing Bitcoin, Ether and Tether's USDT to trade on regulated exchanges. Non-qualified investors could buy up to 300,000 rubles ($3,650) of crypto per year per intermediary. The proposal follows a law signed by President Vladimir Putin on Aug. 4.
