Apple stopped signing baseband firmware for legacy devices including iPhone 5c, iPad mini, and iPhone 4, blocking OTA and IPSW restores. The change affects iOS 6 through iOS 10 on cellular models only. Wi-Fi-only iPads are unaffected. Owners lose the ability to reinstall or downgrade those firmware versions.
