mitmproxy Adds Compromised CA Option

The mitmproxy project adds a new command line option to sign TLS certificates using a compromised eMudhra intermediate CA key. Simultaneously, developers update the certifi dependency to remove these specific CAs from precompiled binaries to prevent security risks in automated testing environments.
