Bittensor proposal turns validators into fund managers

A new Bittensor proposal called Root Reborn would overhaul yield payments to TAO stakers. Validators would reinvest rewards into selected AI subnets instead of automatically selling subnet tokens for TAO. Stakers can still cash out to TAO at any time. The code is submitted for a test network on GitHub.
