DoT draft spectrum rules exclude Starlink and satellite broadband

India's DoT published draft spectrum rules on June 18 that cover traditional GSO satellite services but omit NGSO operators like Starlink, Eutelsat OneWeb, and Jio Satellite Communications. The omission leaves commercial satellite broadband unable to launch, as no spectrum price or conditions have been set for these operators.
