Enable Nvidia RTX VSR in VLC settings

VLC supports Nvidia RTX Video Super Resolution but does not enable it by default. To activate it, users must enable RTX VSR in the Nvidia App, set VLC output to Direct3D11, enable hardware blending, and turn on Super Resolution. Early bugs have been fixed, making the feature stable for sharpening local videos. A status icon confirms when VSR is active.
