FEMA flood maps failed Michigan families before ice storm

Tom and Diane Peterman and John Solum were told by FEMA they were not in a flood zone when buying homes on Black Lake in Michigan. Historic spring floods swamped the area, with floating ice breaking decks and crashing through windows. Dozens of counties were under a state of emergency.
