States are using taxpayer dollars to support college sports as universities compete to pay athletes. North Carolina earmarked $3 million from sports betting taxes for UNC-Chapel Hill, Wisconsin approved $15 million, and Connecticut and Louisiana also use tax dollars. The NCAA settlement allows direct athlete payments up to $21.3 million this year.
