Deutsche Telekom, Orange, Vodafone and Telefónica are in early talks to form a consortium bidding for European satellite spectrum to offer direct-to-device calls and data, competing with Starlink. The 2 GHz band licences expire in May 2027. The European Commission proposed reserving one third of the band for a European-controlled operator.
