A 176-bit sequence called Subframe 4, Page 17 appears to carry material from the Pentagon's Over-the-Air Distribution network. Every GPS device has been receiving this hidden government information without public knowledge. Murdoch first spotted the random-looking data over a decade ago while decoding raw GPS data for a European Space Agency project.
