Claude Code 2.1.277 added AGENTS.md support, but the loader plugin is off by default and requires a remote feature flag called tengu_agents_md_mod. With DISABLE_TELEMETRY=1 or CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1 set, the file never loads, silently. Bedrock, Vertex and third-party gateways hit the same wall. A one-line CLAUDE.md import works around it.
