Rust enables Polonius Alpha borrow checker on nightly

Rust is enabling the next iteration of its borrow checker, Polonius Alpha, on nightly ahead of stabilization in the next few months. The new checker replaces the older AST borrowck, which was phased out in 2019 in favor of NLL.
