Cloudflare adds local tracing for agent debugging

Cloudflare's wrangler dev and vite dev now automatically capture OpenTelemetry traces for local Worker invocations. When an agent session is detected, tooling points the agent to the Local Explorer API for querying traces. No SDK installation, tracing configuration, or observability prompts are required.
