Nvidia's Resizable BAR whitelist hides per-game control

Nvidia's driver profiles silently disable Resizable BAR in games not on its whitelist, even when BIOS and Control Panel show it enabled. Users can override this per-game using the open-source Nvidia Profile Inspector, which exposes the rBAR setting. Starfield gained 5-10% FPS when manually enabled.
