Swift 6.4 Ships Subprocess 1.0 and Faster Wasm

Swift 6.4 is out, adding the stable Subprocess package for launching external processes, up to 40 times faster WebAssembly code, and C++20 and Java interoperability. New non-copyable types like UniqueArray cut array copying, while defer now supports await and withTaskCancellationShield protects cleanup. Swift Build becomes the default toolchain across platforms.
