Google's updated Play Terms of Service, effective July 29, 2026, explicitly state that Android system services may use cellular data in the background, even when the device is locked, and users are responsible for any carrier charges incurred. The terms also extend the subscription billing window to allow charges up to two days before the next billing period, instead of one day.
