US allows private firms to launch cyberattacks

The White House will for the first time allow vetted private companies to conduct offensive cyber operations against international criminal gangs. The presidential memorandum permits surveillance and disruptive attacks, requires $1 million escrow, and mandates Justice Department and Homeland Security sign-offs.
