Rustls Marks Decade with 0.24 Release

Rustls, the memory-safe TLS library, marks its tenth anniversary. The upcoming 0.24 release introduces external buffering via a TlsInputBuffer trait, session types for async handshakes, and a split mode separating SendTraffic and ReceiveTraffic objects to double full-duplex throughput.
