CPython Makes Rust an Optional Dependency

The CPython project has revised its plan to integrate Rust, making it an optional dependency instead of a mandatory one. This change, announced at RustConf, aims to avoid the backlash seen in the Linux kernel's Rust adoption. The new approach focuses on building an optional Rust API for internal development, with the first test crate planned for Python 3.16 in October 2027.
