How we made GitHub Copilot CLI more selective about delegation

GitHub released smarter subagent delegation for Copilot CLI, making the tool more selective about when to spin up helper agents. The update reduced tool failures per session by 23% and improved user wait times by up to 5% at P95 with no quality regression. Users can update to version 1.0.42 or later.
