Cognition AI opened a Tokyo office for its tool Devin as Japan faces a projected 789,000 software engineer shortfall by 2030. Sapporo city engineers used the agent to modernize one million lines of legacy code in roughly a quarter of normal time while Cognition raised over $1 billion.
