Apple proposed a 15 percent commission for U.S. apps linking to external purchases, half its standard 30 percent rate. Small Business Program apps would pay 5 percent. The proposal goes to Judge Yvonne Gonzalez Rogers, who previously barred Apple from charging link-out fees.
